I’m going to summarize how the AOC, which will be implemented by the UN through the ENP, may fulfill prophecy, and its timing in relationship to the seven year ENPI of 2007-2013.  Even if the ENP is not the covenant with many, you can clearly see that the AOC has the potential to fulfill Daniel 9:27 and Mathew 24:9.  (Emphasis added)     

Even though the AOC begins in 2009, it actually becomes operational in 2010.  In a post by the late Herb Peters, http://www.fulfilledproph....com/commentary/aoc-2010/ he said:

...It turns out that the AOC is endorsed by the Organization for Security and Co-operation in Europe (OSCE). Since the US is a signatory to the OSCE, it makes the US “politically” bound to enforce the AOC’s political/religious agenda when it becomes fully operational in 2010.

There has been some confusion on the wordage used for the the AOC’s proposed starting date. So, let’s take a look at page 46 of the document.
 
1. Time frame: 2009- 2019, starting and ending on 21 September, the International Day of Peace. That launching date would give 12 months to prepare and promote a final proposal and to win political support from member states, in order to present the corresponding project of resolution to the General Assembly in its 62nd session (September 2007), with another 24 months for formal preparatory activities. The Decade would then overlap by only one year with the ongoing Decade for a Culture of Peace, and could learn from that experience AOC Report.
 
The key to understanding the above words is knowing the term of the UN’s Decade for a Culture of Peace (DCP), since the start of the AOC is to “overlap” the DCP by one year and allow an additional 12 months to prepare. It turns our (sic) the DCP is from 2001 to 2010.  Read about it here. That means the AOC is to be fully operational in 2010. Evidently, the 2007 date is for presenting the necessary resolution to the Security Council.

This brings up another interesting question. Could this UN resolution set the stage politically for the resolving of that final issue — the Temple Mount? If so, this could provide additional support to the possibility that 2007 could be the beginning of Daniel’s 70th week.

From this, we see that the AOC will be enforced by Europe and the US, with a start date of 2009, to allow for one year of preparation, thereby being fully operational in 2010.  If the ENP, which began on 1-1-07, is the “covenant with many”, 3-1/2 years later would be during 2010.  Scripture says it is in the middle of the seven years that Antichrist ceases the sacrifices, sets up the AOD, and the persecution of the saints begins.

Daniel 9:27, And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.

Matthew 24:15-16, 9 When ye therefore shall see the Abomination of Desolation, spoken of by Daniel the prophet, stand in the holy place, (whoso readeth, let him understand:)  Then let them which be in Judae-a flee into the mountains... Then shall they deliver you up to be afflicted, and shall kill you: and ye shall be hated of all nations for my name’s sake.
 
The AOC may contain the provision for the rebuilding of the temple.  On page 45 of “REPORT of the Hearings with the International Community & Civil Society regarding the United Nations High Level Group for the Alliance of Civilizations”,  http://www.unaoc.org/repo...itory/hearings_report.pdf under point #8, it says:

8. Symbols can be very effective tools in advancing a cause. The creation of a house or temple of religions or civilizations in as many cities as possible will be a tangible and important step in this direction.

If Israel is allowed to rebuild the temple as per the above, we know they will immediately begin animal sacrifices.  The AOC contains animal welfare standards, with an Action Plan review in 2010, which could be used by Antichrist to stop the sacrifices for humanitarian reasons.

For the period 2006-2010, five main areas of action are set out to meet this objective: upgrading minimum standards for animal welfare; promoting research and alternative approaches to animal testing; introducing standardised animal welfare indicators; better informing animal handlers and the general public on animal welfare issues; and supporting international initiatives for the protection of animals. Detailed background on each area of action is outlined in the Action Plan, in the accompanying impact assessment and Commission working document, along with an indicative timetable for the planned initiatives.

The objectives for the Action Plan from the E.U. document, “Questions and Answers on the Action Plan on the Protection and Welfare of Animals,” link http://www.nieuwsbank.nl/en/2006/01/23/r014.htm states:

The legally binding Protocol on Protection and Welfare of Animals, annexed to the EU Treaty, recognises that animals are sentient beings. It states, therefore, that full regard should be paid to animal welfare concerns when formulating or implementing policies relating to agriculture, transport, research and the internal market. This will be done while respecting the legislative or administrative provisions and customs of Member States relating in particular to religious rites, cultural traditions and religious heritage.

From the same link:

“In a table annexed to the Action Plan, the Commission outlines planned specific actions to improve the protection and welfare of animals, some of which are already underway. These include: ... the possible establishment of a European Quality Standard for products emanating from high animal welfare standards (2010).”

The Commission will draw up periodic reports on progress and on areas requiring further efforts, taking into account assessments made by the authorities of the partner country. The Action Plans will be reviewed and may be adapted in the light of progress towards meeting the priorities for action. It is suggested that a “mid-term” report be prepared by the Commission, with the contribution of the High Representative on issues related to political co-operation and the CFSP, within two years of the approval of an action plan and a further report within three years. These reports can serve as a basis for the Council to decide the next step in contractual links with each partner country. These could take the form of European Neighbourhood Agreements whose scope will be defined in the light of progress in meeting the priorities set out in the Action Plans.

The Alliance aims to launch a coalescing movement of the vast majority of peoples who do not identify themselves with extremism in various societies in order:

to counter the influence of those who feed on exclusion and claim sole ownership of the truth;

to counter, through such measures, the threat to world peace and stability that emanates from the trend toward extremism in societies.

She was watching Solana when Herb Peters wrote about Recommendation 666 and contacted him by phone.  Of course, she is the first to have written warning the Church about the New Age Movement. 

God uses us "every day folk" for his purposes.  Constance is very bright, as many lawyers also are.  And Herb was an insurance salesman who wrote articles part time in a newspaper.  God started this revealing with Constance, and He may be finishing with her.  Pretty fascinating!

From the EU document dated 9/1/08, http://www.consilium.euro...ressData/en/ec/102545.pdf , we read that the EU is stepping up support regionally with its eastern neighbours through the ENP.  They are sending Javier Solana, High Representative, to Moscow on Sept. 8th.  Here are the relevant parts, with added emphasis:

1. The European Council is gravely concerned by the open conflict which has broken out in Georgia, by the resulting violence and by the disproportionate reaction of Russia. This conflict has led to great suffering on both sides. Military action of this kind is not a solution and is not acceptable. The European Council deplores the loss of human life, the suffering inflicted on the population, the number of displaced persons and refugees, and the considerable material damage.

7. The European Council notes with concern the impact which the current crisis is having on the whole of the region. The European Union considers that it is more necessary than ever to support regional cooperation and step up its relations with its eastern neighbours, in particular through its neighbourhood policy, the development of the "Black Sea Synergy" initiative and an "Eastern Partnership" which the European Council wishes to adopt in March 2009; to this end it invites the Commission to submit proposals in December 2008. In this context the European Council stresses the importance of the forthcoming summit between the European Union and Ukraine on 9 September.

8. The European Council decides to appoint a European Union Special Representative for the crisis in Georgia and asks the Council to make the necessary arrangements.

11. We call on Russia to join with us in making this fundamental choice in favour of mutual interest, understanding and cooperation. We are convinced that it is in Russia's own interest not to isolate itself from Europe. For its part, the European Union has shown itself willing to engage in partnership and cooperation, in keeping with the principles and values on which it is based. We expect Russia to behave in a responsible manner, honouring all its commitments. The Union will remain vigilant; the European Council requests the Council, with the Commission, to conduct a careful in-depth examination of the situation and of the various aspects of EU-Russia relations; this evaluation must begin now and continue in the run-up to the forthcoming summit scheduled to take place in Nice on 14 November 2008. The European Council gives a mandate to its President to continue discussions with a view to the full application of the six-point agreement. To that end, the President of the European Council will go to Moscow on 8 September, accompanied by the President of the Commission and the
High Representative.

hmm, a crossroads in their relationship which is the basis of this upcoming summit in Sept. Wow. This will be interesting to read the results. But from the read of this

The office that Solana currently holds was created by Recommendation 666.  It is a permanent office, but someone else could replace him and occupy that office.

The mark of the beast is identified in Rev. 13:18 by "the number of a man; and his number is Six hundred threescore and six."  I believe this is the position Solana holds.  He then estabished emergency powers over the 10 nation WEU through Article 666! 

While perhaps another will replace him, I believe he is it.

I also believe the mark will not be the number 666; it is the identifier.  I suspect it will be some type of earth symbol to reflect Dominionism and Panentheism.

I was blessed today.

First to be placed on my chair to re read Herb Peters Book "Recommendation 666",
then also to lose my dial up connection for most of the day so I would remain seated in prayer and reflection.

I have had many doubts about Solana until I realized that he historically, politically, and personally has all the prime ingredients for the AC and that because of this, when satan possess's him in fullness he alike no other personage in modern times has the geo political power to effect the beast system upon the world.

My interest in him is heightened with a new clarity.

As one who does not enjoy politics nationally as well of in the world, Jesus has been using my eyes to look at players, read Bible, look at players, read Bible and again over.
Somehow this is all coming into a new clarity.

The two terms are linked together.  This is the coming delusion.  Here it is revealed in Scripture:

Romans 1:18 & 25, For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness; who changed the truth of God into a lie, and worshipped and served the creature more than the Creator, who is blessed for ever. 

2 Thess. 2:4, Who opposeth and exalteth himself above all that is called God, or that is worshiped; so that he as God sitteth in the temple of God, shewing himself that he is God.

2 Thess. 2:10-12, And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.  And for this cause God shall send them strong delusion, that they should believe a lie, that they all might be damned who believed not the truth, but had pleasure in unrighteousness.

Dominionism is taught by the NAR and Rick Warren.  Simply put, they believe we are to take back dominion over the earth that we lost at the Fall so that we can set up the Kingdom of God on earth.  This is the social gospel, which is about restoring the earth to the conditions that were in the Garden of Eden.  Rick Warren is going to do this by his PEACE Plan, which is actually the UN Millennium Development Goals of eradicating poverty, illiteracy, disease, etc., so we see this will be a worldwide effort.

The military part of this is they teach that man cannot come to faith because demons are in control of regions and hinder man from believing.  (Of course, it is their sinful nature that is responsible.)  Both the NAR and Rick Warren share the same goals and have been “mapping” territories and will use an army they are forming to fight against everyone who hinders the Kingdom of God being set up, the coming persecution of the saints.

Panentheism is a part of Dominionism.  This teaching is that everything and everyone is a part of God, which includes the earth.  In other words, this is the fulfilling of worshipping the creation instead of the Creator.  The delusion will be that man will believe he is God.

They believe that when man sets up the Kingdom of God on earth, he will overcome the last obstacle, death.  The earth will be inhabited by a “new breed” of man, a “God-Man.”

In 2 Thess. 2:4, Antichrist goes into the temple and declares he is God.  The deceived will worship him when he produces "proof" by a resurrection:

Rev. 13:3, And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.

Rev. 13:4, And they worshipped the dragon which gave power unto the beast: and they worshipped the beast, saying, Who is like unto the beast? Who is able to make war with him?

They will believe they, too, can overcome death, the "new breed", who will have the gall to believe they can defeat Christ at His return!

    In reference to Dr. Solana's growing influence in the Israeli-Palestinian conflict, note the following:

    1) The EU is the largest donor to, and supporter of, the P.A.
    2) UNIFIL has 10,000+ troops in Lebanon. (Interestingly, U.N. Sec.-Gen. Ban Ki-Moon, recently, and without official approval, turned U.N. authority and assets in Kosovo over to the EU, with Dr. Solana representing the EU.)
    3) Dr. Solana has oversight of the training and buildup of P.A. security forces in the West Bank.
    4) Dr. Solana has oversight of the Rafah Border Crossing, which is currently closed, but EU reps. are on standby. [It is conveniently located next to the Gaza Airport (3,047 meter paved runway).]

    Potentially, Dr. Solana could have armed forces, at his disposal, to the north, east and south of Israel with the proverbial "drop of a hat."

    In all likelihood, the above is not by accident.

First, let me just say, WOW!!!  I am definitely smelling the coffee!!!  Because of the length of this post, I’m going to break this into two separate posts.

The wiles of the enemy have gone largely unnoticed.  Most in the Church are not watching for His return because they have been told that we won’t know who Antichrist is.  At a later time, I want to share more about that. 

But for now, I want to point out some things about the increasing visibility of Javier Solana, as he begins to become a prominent mediator in the peace process.

In fact, recently it was suggested that Javier Solana be given a mandate “to make himself available, with the approval of Israel, the Palestinians, and the current U.S. administration, as a temporary mediator for Israeli-Palestinian negotiations from the end of the year.”  The article says this is partly due to the fact that we will have some down time because of the U.S. elections.  It was felt this would help demonstrate to the new U.S. administration how high the Israeli-Palestinian conflict is in the E.U.’s priorities.  It appears he may now be acting in this capacity.
 
Holly Pivec, owner of Fulfilled Prophecy, recently wrote the article “Man in the Gap —What Holly Thinks,” where she wrote that “Javier Solana has taken center stage in the Israeli-Palestinian peace talks.”  Especially interesting is that it appears Solana has been given this mandate for this very reason, with a timetable into 2009.   

In an address to the Committee on Foreign Affairs of the European Parliament on Wednesday, he [Solana] said the EU must take responsibility for continuing the negotiations:

I think it is important that we take advantage of what are probably the last days left in the calendar if we want to achieve something from the agreements reached in Annapolis. I will be going to New York soon for over a week, where we will have an important series of meetings on the Middle East. We will have a meeting of the Quartet, and the Quartet plus the Arabs, and other meetings in other formats, with both sides present. I think it is very important that we Europeans try to analyse the situation after the General Assembly in New York and see how to go from then until the end of the year and until the new American Administration is fully operational. It is important to try and ensure that what has been achieved in the way of negotiations up until then is not lost and that we can continue to move on from the beginning of 2009. It will be an important responsibility for us to keep up the momentum.

While Solana doesn’t believe that 2008 is likely to have a completed agreement according to a Reuter’s article, it does say "... Israeli officials have suggested a joint statement could be issued, committing both sides to continue final status talks in 2009 from wherever they leave off.” 

As we have a rising “star” coming to the forefront who may be the man who will finally accomplish what no one so far has, a peace agreement in the Middle East, it is time to start scrutinizing this man.
 
In Daniel 9:27, a covenant that is confirmed for seven years marks the beginning of Antichrist’s reign.  The rider on the white horse comes in peaceably and brings a short period of peace, characterized by the time when men say ‘peace and safety.’ 
 
Javier Solana confirmed the Euro-Med (aka the Barcelona Process) for a period of seven years through the ENP, using the ENPI, which contains financial incentives.  This took effect 1-1-07 and runs exactly seven years.  Within this framework, he helped inititate the Alliance of Civilizations, which allows for the building of religious symbols, has a mid-point review that includes animal rights, and language that equates those who hold to an exclusivist belief (that your way is the only way, such as Christianity) with extremists, such as terrorists, who need to be dealt with.

We may have a potential fulfillment of prophecy in Javier Solana.  An absolute must-read on Solana is Herb Peters’ book, Recommendation 666, which is free on-line at http://www.fulfilledproph...upload/images/rec_666.pdf .  Here are some of the facts from the book.

After Israel became a nation again in 1948, the next sign that we were entering the time of the end began in 1992 when Rabin was elected, with the help of the Bush administration’s threats, because Rabin was willing to trade land for peace.  This is when we first heard the phrase “peace and security,” truly a fulfillment of 1 Thessalonians 5:1-3, and it has been repeated ever since.

Then began the rise of Javier Solana.  The Amsterdam Treaty was signed in 1997, when:

[T]he 15 EU heads of state met together and decided to create the new office of High Representative for Common Foreign and Security Policy. Although the Amsterdam Treaty was signed in 1997, it didn’t become effective until May 1999. Then just five months later, on October 15, 1999, a remarkable man became the first to hold this office. He was a 56-year-old Spaniard by the name of Javier Solana Madariaga. He was a member of the Spanish Socialist Party and had been the prior head of NATO.

The reason this was done was:

Europe needed one voice to speak for the many nations that made up the European Union. They also needed someone to help the Council of the European Union in matters relating to their new Common Foreign and Security Policy (CFSP). The EU nations had big ambitions in this area. What they needed was someone who the world could call “Mr. Europe.”

 
This position was created in article 666.  We read, at link http://europa.eu/generalreport/en/1998/x0666.htm :   

666. In December the Vienna European Council expressed the opinion that the Secretary-General of the Council and High Representative for the CFSP should be appointed as soon as possible and be a personality with a strong political profile...

Regarding the significance of this power base through this dual appointment, we read:

...The Council is one of the three main governmental institutions that make up the EU. The other two institutions are the European Parliament and the European Commission. Although the Commission is thought to be the seat of power in the EU, many experts on European affairs believe the Council of the European Union holds the real reins of power in the EU.  The reason for this is because the General Secretariat in the Council of the European Union provides continuity to the policies being worked on by the EU’s rotating presidents. The 15 heads of the member states take turns at being president every six months. In other words, the EU presidents are only there for six months at a time. This hardly allows them time to get much done. This is why the Council Secretariat is there to help them. With him, as the EU presidents come and go, the work in the Council can continue uninterrupted.

           
The ten kings of Daniel and Revelation have existed since 1995 and are the Brussels Treaty Powers.  The reason the prophetic significance is overlooked is because:

It is actually made up of 28 European nations. At that time, the 28 nations in the WEU were divided into four different types of membership. There were 10 Member States, three Associate Members, five Observers and 10 Associate Partners. Only the 10 Member States, however, had full voting rights. In other words, only 10 nations were actually in control of the WEU military alliance. These, indeed, could become the 10 kings of Bible prophecy. I decided to take a closer look at the Western European Union.

Then came November 25, 1999, Solana became even more powerful, when he signed into effect Recommendation 666:

Support proposals for the WEU Secretary-General and CFSP High Representative to preside over the PSC and civilian crisis-management machinery and give him powers to convene the Council of the European Union in the event of an emergency...

Herb Peters explains this significance: 

Solana put on his third hat and became the Secretary General of the WEU military alliance. In other words, Solana had now been placed in a position of influence over those “core” 10 Brussels Treaty Powers. He now was the head of Europe’s exclusive military club. I was shocked by this news. The prophetic implications of this event were many. I knew if the Brussels Treaty Powers were to become the 10 kings of prophecy, then one man with influence in the EU would rise to power among them. And this had just happened. In fact, it was this event that caused me to write the column about Solana that Constance Cumbey read when she decided to give me a call. Needless to say, these three positions – High Representative, Secretary General of the Council of the European Union, and now Secretary General of the WEU – made Solana an extremely powerful player in the EU. This would make him – or someone who is to hold his office in the future – a good candidate for the Antichrist.

on the topic of "The Origins Of Easter" He talks about Nimrod and his wife Semarimus and their son Tammuz.  He uses Biblical history and History from Josephus' writings to tell the story of how Baal worship and worshiping the Sun god came about. He teaches about the pagan practices that are incorporated into a lot of our church services. I highly recommend listening to this teaching.

I had heard Solana's name means "sun".       (Could it be the substitute "son"?)

Then we also have "Moonie" Rev. Sun Myung Moon.  Constance wrote about him in Parts 3 and 4 of her "Hi-Jacking of Evangelicalism" (which I haven’t read yet).

She also had an article that said “prominent 'former' Moonie Josette Sheeran was nominated and pushed by the Bush adminstration to lead the United Nations World Food Programme. She now heads it. Her executive offices are in Rome."

She questioned the 'former' part!

And if that’s not enough, we also have Ban Ki Moon, Secretary-General of the U.N.!
